The Gilman Program invites advisors and administrators from campuses nationwide who work with students studying abroad to be selection panelists. The purpose of selection panels is to have an external and objective review of submitted applications, recommend qualified recipients for a merit-based scholarship, and learn how to better serve future students in the application process.
If you are interested in serving as a selection panelist for the upcoming cycle or would like to be considered for the future, you must be a registered and verified advisor in the Gilman Advisor Portal. We will send out an open call for panelists by email in the fall and spring. You can email gilmanadvisors@iie.org with any panelist questions!

- Earn a digital badge to showcase your service across professional platforms.
- Be recognized for your service through a letter from the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA), sent to your supervisor and/or institutional leadership.
- Network with higher education professionals from across the United States.
- According to a Spring 2026 panelist survey:
- 98% of panelists said that serving on a selection panel helped them better advise students.
- “It’s a unique opportunity to better prepare students for successful Gilman applications—I will definitely change how I advise.”
- 97% of panelists said they would recommend serving on a selection panel to colleagues.
- “It is a valuable experience, and I truly believe in this scholarship, so I want to contribute whenever I am able.”
