The U.S. Department of State’s Bureau of Educational and Cultural Affairs is proud to announce the 25th anniversary of the Benjamin A. Gilman International Scholarship Program.
In recognition of the Gilman Program’s 25th anniversary, we are celebrating the U.S. colleges and universities that have supported the most Gilman Scholars from 2001-2025.

About the Gilman Program
Since its inception in 2001, the Gilman Program has provided merit-based scholarships to 50,000 outstanding American undergraduate students with high financial need to study or intern abroad in more than 170 countries.
These credit-bearing academic studies and career-oriented internships abroad equip Americans with international experience, global networks, and foreign language skills essential to advancing U.S. economic competitiveness and national security.

Methodology
Gilman Scholar populations The 25th Anniversary Top Producing Institutions data was compiled in September 2025 and reflects all Gilman Scholarship recipients who participated in credit-bearing study abroad programs from fall 2001 through summer 2025.
The Top Producing Institutions list provides information on institutions with the greatest number of American award recipients by institution size and type. Institution size and type distinctions highlight the varied types and location of institutions that supported Gilman scholars across the United States.
Institution size is determined by the total undergraduate enrollment figures for fall 2024, which aligns with the 2024-2025 academic year data, according to the Integrated Postsecondary Education Data System (IPEDS). The IPEDS enrollment data was downloaded in January 2026 and the Gilman Top Producing Institutions calculations were current at the time of the analysis and are not adjusted to reflect the subsequent revisions made by IPEDS. Small institutions have fewer than 5,000 students, medium institutions have between 5,000 and 15,000, and large institutions have more than 15,000 students.
Institution type – Associates-granting HEI is determined by the Basic Classification category from the 2021 Carnegie Classification of Institutions of Higher Education. Classifications in this category include Associate’s Colleges, which are institutions at which the highest-level degree awarded is an associate’s degree, as well as Baccalaureate/Associate’s Colleges, which conferred more than 50% of degrees at the associate’s level.
Historic note The totals also include virtual programs during the COVID-19 pandemic, as well as students who received Gilman funds for programs that were later canceled or ineligible due to changes to the host location’s U.S. Department of State Travel Advisory.
Top Producer Results In alignment with IIE’s Research, Evaluations and Learning Team and Open Doors, the numbering shows the rank place for each institution. In cases of ties, the institutions share the same rank number.
